Championing Transparency at Chattogram Port

Tanjil Ahmed Ruhullah, Managing Director of Interport Group and a Board Director of the Bangladesh Shipping Agents' Association (BSAA), with all-out support from the Chairman of BSAA, Syed Mohammad Arif, has played a pivotal role in addressing systemic corruption within the NOC (No Objection Certificate) process at Chattogram Port. His leadership contributed to the formation of a 12-member standing committee aimed at eliminating corrupt practices related to NOC issuance for mother vessels.

The Bangladesh Shipping Agents' Association (BSAA) formed the committee following numerous complaints from foreign shipping agents regarding bribery demands made by declaring agents. These agents, responsible for issuing NOCs required for services such as crew changes, fresh water supply, and provisions, were reportedly charging illegal fees, ranging from Tk50,000 to Tk5 lakh, depending on the service.

To address this, Mr. Ruhullah and other key stakeholders convened a meeting at the BSAA office. The newly formed standing committee, consisting of six members from the Shipping Agents' Association and six from relevant agents, is tasked with ensuring transparency in the NOC process and preventing further exploitation of ship owners and agents. Md Shazzadur Rahman, Director of BSAA, has been appointed the committee’s convener.

This initiative is crucial, as around 80% of open cargo ships coming to Chattogram port are subject to harassment, affecting over 1,400 Owners Protecting Agents annually. Mr. Ruhullah’s involvement underscores his commitment to restoring order and ensuring fairness at one of Bangladesh's most vital maritime hubs.

As part of his broader vision, Tanjil Ahmed Ruhullah continues to lead efforts to create a more transparent and efficient shipping industry. His work will also be featured in upcoming discussions at the 3rd working group meeting of the Maritime Anti-Corruption Network (MACN) in Bangladesh, further emphasizing his dedication to eradicating corruption.
